This happens whenever the government releases files regarding anything controversial (JFK assassination, aliens, MLK assassination, etc). They have to catalog anything they receive including obviously fake information sent to them by crazy people (see email that had the video attached: https://www.justice.gov/epstein/files/DataSet%208/EFTA000299... ). Then someone sees the fake video that looks completely different from Epstein's actual cell on a .gov website, goes "woah guys did they just release video of Epstein killing himself?????" and everybody freaks out.
It seems to be the case here. I cannot edit it or remove it, probably HN mods took ownership for them to decide what to do with it, especially given the provocative nature of the listing.
I edited the title at one point to add a question mark to the end - this is a standard moderation device when commenters start questioning whether a story is accurate. That had the side effect of preventing you from editing it, though this wasn't my intention.
Well, i'd look but it seems that they have scrubbed it:

No one has done it yet in this comment thread, so I guess I will.
This is a fake video [1] created and posted by YouTube user "chad chaddington" on Oct 1, 2020 explicitly as a hobby video in blender. He even notes the following in the video description:
"I enhanced the video using Artemis LQ setting in Video Enhance AI. I will try next with the composite setting to see if this makes a difference. I am not that great with this stuff as far as rendering 3D graphics and have never used blender so I am not sure if this helps anybody but I thought maybe a little more clarity would help. Maybe throw a sub my way ;)"
> Warning: extremely disturbing. The DOJ uploaded a 12 second video showing what appears to be Epstein attempting to kill himself. The camera timestamp is the day his body was discovered.
We're now fact-checking the video to verify how real it is. All we know is that it's part of the Volume 8 of the dataset from the DOJ and what we know for sure is that it was uploaded to justice.gov
