The idea that they're immutable is corpo-propaganda designed to worsen your performance in a subtly adversarial encounter where it benefits the company for you to think you have no leverage. Job offers use craigslist pricing. They don't describe the actual desired end state. They put down an anchor in a favorable direction with the expectation that it will get haggled on for a round or two.
