Lots to parse there. (1) the interesting politics that Lunarians would be possessive of volatiles on the moon and not want to spend them on refueling rockets or other exports but rather keep them in a circular economy (2) a believable mass driver doesn’t like like Acela the way you’d picture from Heinlein or O’Neill but looks more like the Paris Gun and goes up in one Starship load ex. the power supply and cooling system and (3) O’Neill never came up with a plausible catcher but I can picture a rotating cone that is in a sort of halo orbit slightly displaced from the L1 or L2 point where cargo is coming in close to the separatrix and not moving that fast.

It can help it setup but it should not because its better at being the place where you click on a solution for everything else you just mentioned being down. Its a cheap low noise and highly available fallback. Those "idle" channels of the past actually served a serious purpose.

Why would you want to automatically degrade the quality?

It does not have to be automatic. Easy to expose that through options, most clients do that. Also, I don't need pictures shared to be at the utmost best quality.

The owner's terrible reputation, no mystery here.

You may of course choose not to use this software because you disagree with the personal politics of one of the creators, DHH.

However, the owner (37signals, not DHH) has an excellent reputation for producing high quality web applications since the early 2000s.
